Canadian Prime Minister Mark Carney announced a major Cabinet reshuffle, appointing Anita Anand as foreign minister and retaining key figures like François-Philippe Champagne as finance minister. The shakeup reflects Carney’s vision to redefine Canada-U.S. relations, prioritize energy projects, and embrace innovation with roles like minister of artificial intelligence. Women comprise half the Cabinet, emphasizing inclusivity. With over 10 members replaced, Carney aims to deliver transformative change in Canada’s fourth-term Liberal government.

Canadian Prime Minister Mark Carney unveiled a sweeping Cabinet reshuffle on Tuesday, signaling a transformative direction for his newly re-elected Liberal government. Among the key appointments was Indian-origin Anita Anand, who steps into the prominent role of foreign minister, succeeding Mélanie Joly. Joly, in turn, takes over as minister of industry. Anand's prior experience as defense minister is expected to bolster her new portfolio.
In a move reflecting continuity in critical economic and trade roles, François-Philippe Champagne retains his position as finance minister, while Dominic LeBlanc remains minister of U.S. trade. LeBlanc’s role is particularly pivotal as Canada navigates a tense trade relationship with the United States, marked by growing economic friction.
A Mandate for Change Amid U.S. Tensions
Carney, who succeeded Justin Trudeau earlier this year and secured election victory last month, campaigned on a platform emphasizing a recalibration of Canada-U.S. relations. His commitment to addressing the challenges posed by U.S. President Donald Trump’s trade policies was central to his appeal. Drawing on his expertise as a former central bank governor for both Canada and the United Kingdom, Carney has pledged to lead with steady pragmatism while advancing Canada’s interests.
"Canadians have given this government a clear mandate to redefine our economic and security ties with the U.S. while fostering a stronger, more inclusive economy," Carney stated.
Carney also highlighted the upcoming speech by King Charles III on May 27, which will outline the government’s vision as Parliament resumes. As Canada’s head of state, King Charles represents the country’s enduring connection to the British Commonwealth, a relationship Carney has emphasized alongside Canada’s historical ties to France.
A Break from the Past
The Cabinet overhaul saw over 10 members dropped, including former defense minister Bill Blair. David McGuinty transitions from public safety to defense, reflecting a shift in leadership priorities. Another noteworthy appointee is Tim Hodgson, a former Goldman Sachs Canada CEO, who takes on the role of natural resources minister. Carney, who himself spent 14 years at Goldman Sachs, has been vocal about his ambition to position Canada as an energy superpower and champion large-scale infrastructure projects.
Adding a modern twist to the Cabinet, former journalist Evan Solomon has been appointed to the newly created role of minister of artificial intelligence, signaling the government’s intent to remain at the forefront of technological innovation.
A Diverse and Balanced Cabinet
In a continuation of the precedent set by Justin Trudeau, women comprise half of the Cabinet, underscoring Carney’s commitment to gender parity in leadership. This balanced representation aligns with the prime minister’s vision of a government responsive to the diverse needs of Canadians.
"The new Cabinet is designed to deliver the transformative change Canadians are calling for," Carney affirmed.
With the Liberal government now in its fourth term, the reshaped Cabinet embodies a blend of experience, innovation, and inclusivity, aimed at addressing both domestic and international challenges. As Canada steps into this new chapter, Carney’s leadership will be closely watched, particularly in the context of redefining the nation’s role on the global stage.
