This move comes after Chinese authorities reportedly compelled the company to recall its Chinese engineers and technicians from its Tamil Nadu plant. To counteract the disruption, Foxconn is set to deploy experts from Taiwan and the United States to ensure the timely rollout of the highly anticipated iPhone 17, expected to debut in September.

A Diplomatic and Economic Tug-of-War

Foxconn's decision to bring in engineers from Taiwan and the U.S. is viewed as a response to China's escalating efforts to hinder the West's shift of manufacturing operations out of the country. Chinese authorities have also begun restricting the export of critical machinery necessary for retrofitting assembly lines to handle the iPhone 17 production. This development underscores the broader geopolitical tensions between India and China, as well as the ongoing global realignment of supply chains.

According to sources familiar with the matter, Foxconn had anticipated the possibility of losing access to its Chinese workforce and had been preparing for months. "The replacement of Chinese engineers with Taiwanese and American experts could take up to two months," a state official disclosed. "Indian technicians are already proficient in handling the production of previous iPhone models, and this issue is specific to the iPhone 17 lineup."

Both Foxconn and Apple have remained tight-lipped about the situation, declining to comment on inquiries from media outlets.

Rising Costs and Challenges

While Foxconn’s proactive measures are aimed at minimizing disruption, they come with a notable increase in production costs. Industry analysts estimate that hiring engineers from the U.S. will cost approximately six times more than employing Chinese experts, while Taiwanese engineers will command salaries 50-60% higher. Despite these hurdles, sources in India’s Ministry of Electronics and Information Technology (Meity) expressed confidence that Foxconn has the technical expertise and resources to navigate these challenges. "Foxconn has been strategically redeploying personnel from its global units as needed, and we are in constant communication with them to address concerns," said a source.

Expanding India's iPhone Manufacturing Ecosystem

Foxconn’s operations in India are centered around its massive facility in Sriperumbudur, Tamil Nadu, which employs nearly 40,000 workers. The company also plans to expand its footprint with an additional manufacturing unit in Devanahalli, Karnataka. In July, Foxconn is set to hire 1,000 additional workers to support its growing operations.

Meanwhile, Tata Electronics, another key player in India’s iPhone production ecosystem, has taken a different approach by relying on engineers from Taiwan and other non-Chinese countries. Tata’s facilities in Karnataka and Hosur, Tamil Nadu, have further bolstered India’s position as a rising hub for electronics manufacturing.

Foxconn, which operates 223 factories and offices across 24 countries, including 12 in India, has also secured approval from Taiwan’s Ministry of Economic Affairs to invest over $2.2 billion in India and the United States. A significant portion of this investment is earmarked for establishing a new manufacturing facility in India dedicated to producing iPhones and their components.
