China-Led Solid-State Battery Standard Moves Forward at IEC, Signaling Push for Global EV Rulemaking

A China-backed proposal to create an international standard for automotive solid-state batteries has been accepted as a new work item by the International Electrotechnical Commission, marking a significant step in the global rulemaking process for next-generation electric vehicle battery systems.


The proposal, led by China with participation from technical specialists in countries including France, Japan and South Korea, sets out guidelines for the application and testing of rechargeable lithium-ion solid-state batteries used in electric vehicles. China’s State Administration for Market Regulation said the initiative is intended to define testing items, conditions and specifications for the advanced battery category.


According to the agency, the framework will draw from China’s domestic research and development practices to help standardise how solid-state batteries are assessed. The move comes as solid-state batteries are increasingly viewed as a critical future technology for electric mobility and other advanced applications.


Most electric vehicles currently depend on conventional lithium-ion batteries that use liquid electrolytes. Solid-state batteries, by contrast, replace liquid components with solid electrolytes, a change that is expected to improve safety, energy density and performance under challenging temperature conditions. While the technology has not yet reached mass adoption, it has begun moving into limited early-stage commercial use.


Beyond electric cars, solid-state battery technology is also being explored for a range of emerging industries. Its potential stability and performance advantages make it attractive for humanoid robots, unmanned aerial vehicles and electric vertical take-off and landing aircraft.


The announcement by the State Administration for Market Regulation comes at a time when global competition in advanced technologies is intensifying. Major economies are increasingly using international standard-setting as a strategic tool to influence future markets, production requirements and technology pathways.


A veteran Chinese researcher familiar with international standardisation said that if Chinese products are aligned with rules shaped by China, they may face fewer changes when entering overseas markets. Such standards could allow China to define benchmarks that other countries and companies may later follow, the researcher said while speaking on condition of anonymity.


The researcher added that this approach is not unique to China. Europe and Japan have also worked to secure early influence over emerging technology standards in sectors ranging from telecommunications to advanced materials. She said countries are openly pursuing strategic advantages through standard-setting.


China has been rapidly building its standards system as global interest in solid-state batteries grows. In July, the country introduced what it described as the world’s first national standard for automotive solid-state batteries. That standard used quantitative performance indicators to distinguish between all-solid-state batteries, mixed solid-liquid batteries and conventional liquid batteries.


In a separate step, China’s Ministry of Industry and Information Technology released 10 draft industry standards for public consultation last month, further showing Beijing’s intention to formalise the technical framework around the sector.


Yang Chaoxing, a battery analyst at Shanghai Metals Market, said in a research note that the move to begin work on an IEC-level framework suggests the solid-state battery industry has reached an important turning point. As carmakers across the world develop the technology, he said, standards are becoming essential rather than optional.


Yang noted that China’s testing methods and evaluation systems could potentially become the default reference point for the global industry. In his view, this influence could be more valuable than battery sales alone because standards can shape how products are designed, tested and accepted in international markets.


The development may also support industrial upgrading within China. By setting clearer technical requirements, standards could help accelerate consolidation in the battery sector and push outdated manufacturing capacity out of the market.


However, analysts caution that the adoption of standards does not remove all barriers to commercialisation. Solid-state batteries still face major challenges, including complex production processes, high manufacturing costs and the need to scale reliable output.


Yang said standards can help speed up industrialisation by clarifying requirements and creating common testing rules, but they should not be viewed as a complete solution to the technology’s remaining hurdles.


The IEC’s acceptance of the China-led proposal nevertheless marks an important moment in the race to define the future of EV battery technology. As solid-state batteries move closer to broader commercial use, the countries that help shape their standards may gain lasting influence over the next phase of the global electric mobility industry.
